“Não se trata apenas de migrantes: trata-se da nossa humanidade.”


Desde o início do seu pontificado em 2013, o Papa Francisco tem convocado toda a Igreja Católica para que atuem como uma “igreja em saída”. O Papa é bastante claro ao destacar que o objetivo do seu pontificado na Igreja é: “Sair em direção dos afastados, dos excluídos (…) sair em direção às periferias humanas.”  (Exortação Apostólica Evangelii Gaudium). Assim sendo, Francisco tem demonstrado uma preocupação especial e contribuído com práticas e discussões sobre a questão dos migrantes e refugiados.


Diante do atual cenário migratório mundial, e das complexidades que se apresentam com os novos fluxos migratórios; o Papa Francisco destaca que o contexto de deslocamento forçado no século XXI, “exige que se responda ainda mais urgentemente a tais desafios de modo coordenado e eficaz”. Por isso, para o pontífice, a resposta comum da Igreja, das comunidades políticas e da sociedade civil poderia articular-se em volta de quatro verbos.


Acolher, Proteger, Promover e Integrar as pessoas migrantes e refugiadas requer que tratemos “de uma maneira nova, justa e eficaz, o que exige, acima de tudo, uma cooperação internacional e um espírito de profunda solidariedade e compaixão”; como destacou  Francisco em sua primeira mensagem para o “Dia Mundial do migrante e refugiado”.

Acolher – O verbo acolher, segundo a fala do papa aos participantes no Fórum Internacional sobre Migrações e Paz, apresenta-se diante da “índole da rejeição” como “urgente mudança de atitude para superar a indiferença e antepor aos receios uma generosa atitude de hospitalidade em relação àqueles que batem às nossas portas”. Para o pontífice, é preciso ainda abrir canais humanitários acessíveis e seguros para aqueles fogem de guerras e de perseguições terríveis, muitas vezes presos nas garras de organizações criminosas sem escrúpulos. “Um acolhimento responsável e digno destes nossos irmãos e irmãs começa pela sua primeira acomodação em espaços adequados e decentes”, disse Francisco.

Proteger – Trabalhadores migrantes, refugiados, requerentes de asilo e vítimas do tráfico são vulneráveis à exploração, ao abuso e à violência. A estes, deve ser promovida a defesa dos seus direitos inalienáveis, a garantia das suas liberdades fundamentais e o respeito pela sua dignidade. “São tarefas das quais ninguém se pode eximir”, segundo o papa, que elencou algumas ações práticas neste sentido aos participantes do Fórum, entre eles a coordenadora da Pastoral dos Refugiados, irmã Rosita Milesi.

Promover – “Proteger não é suficiente; é necessário promover o desenvolvimento humano integral de migrantes, refugiados e pessoas deslocadas, que ‘tem lugar mediante o cuidado dos bens incomensuráveis da justiça, da paz e da proteção da criação’”, exortou Francisco, que incentiva as comunidades de origem e também aos atores políticos, a sociedade civil, organizações internacionais e instituições religiosas a empreenderem ações coordenadas e promover também o direito “a não ter que migrar”: o direito a encontrar na própria pátria as condições que lhes permitam levar uma existência digna.

Integrar – Como um processo que se baseia em “políticas capazes de favorecer e privilegiar as reunificações familiares” e “também programas específicos, que favoreçam o encontro significativo com o próximo”. Também para a comunidade cristã, “a integração pacífica de pessoas de várias culturas é, de certo modo, inclusive um reflexo da sua catolicidade, uma vez que a unidade que não anula as diversidades étnicas e culturais constitui uma dimensão da vida da Igreja que, no Espírito do Pentecostes, está aberta a cada um e deseja abraçar todos”.
